I fondly remember "El Chapulin Colorado". It used to be own the DVD's of the seasons along with El Chavo. Lovely memories. So props on you for making me smile a bit by making an anime opening parody of it.
Now, the main issues in your cartoon is that there are many anatomy issues such as the beginning when the Chapulin was holding his hammer. You should use references of fists from the back view or just use references for that matter. Referencing from life or just using google to search for a reference image can help you immensely. Also the intro lasted for 20 seconds with nothing but the logo there. I understand that's kinda how the intro is but you could've added a filter or maybe a slideshow of the Chapulin Colorado doing what the announcer was saying or putting English subtitles. Also, don't steal art next time. I know that Ugandan Knuckles art in the background in 1:00 is by Shgurr. You should draw it by yourself next time or ask permission to use their art. Also there's points in the animation where he shrinks in size and it looks really awkward.
In conclusion, don't steal or trace art from others, use reference images to help you out, and be careful with the character scaling. I can see your style developing in the future so just keep practicing and you'll be aight.
